The Institute is founded by Julio Barea, a home care revenue and technology executive whose work has spanned agency operations, Medicaid billing, software and revenue leadership. Over the past 10 years, Julio Barea and his team have worked directly with more than 5,000 home care agencies, with deep experience in Medicaid-funded home care operations, billing, revenue cycle, technology and payer workflows. HCRI translates that field experience into a durable professional standard. Built by billers, for billers, the Institute is focused on the operating reality of Medicaid-funded home care.
