The claim is often where a problem becomes visible—not where it began. HCRS trains professionals to trace failure across eligibility, authorization, EVV, service validation, payer routing, claim status, denial recovery and reconciliation.
A meaningful authorization, eligibility, routing or denial issue can exceed the cost of an agency enrollment. HCRS does not guarantee savings; it builds the judgment and controls used to find and manage those problems.
Train staff to verify what belongs to the agency, payer, EVV system, clearinghouse or software vendor before escalating. Build more capability in-house and know when outside help is actually needed.
The goal is not to make your best biller less valuable. It is to make the agency less fragile by giving more than one person the same operating language and evidence standard.

Current planned launch paths: Michigan, Illinois, Florida, Virginia, Texas, Ohio, Pennsylvania, Oregon and Massachusetts. Each learner chooses one included state qualification. Additional state qualifications are subject to availability.
Before you enroll
HCRS™ stands for Home Care Revenue Specialist — Certified. It is a private professional credential issued by HCRI for Medicaid-funded HCBS/LTSS revenue operations.
Every agency-sponsored learner receives the National Core, one state qualification, applied work, practicum, examinations and the opportunity to earn an individual HCRS credential. The agency receives sponsor progress reporting and the published Agency Replacement Protection.
Yes. Agencies may sponsor 1–5 learners online under the published agency pricing model. Two seats—primary + backup—is the most common starting logic. For 6+ learners, contact HCRI for agency pricing.
No. HCRS is earned by and issued to the individual professional. Agency sponsorship does not turn the organization itself into an HCRS-certified entity.
Unused seats can be reassigned. A learner who leaves before certification can be replaced under the enrollment terms. An agency purchase also includes one qualifying replacement enrollment when a newly certified sponsored learner leaves within the 90-day protection period.
The national examination has four 25-question sections and the state examination has 25 questions. Candidates must answer at least 22 of 25 correctly on every section. Up to three attempts are available per failed section before assigned remediation.
The active HCRS credential term is one year. Renewal requires current update education, a shorter scenario-based recertification examination and a renewed attestation.
